DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Authorize the Director of Resource Management to solicit, award, and execute contracts totaling up to $6,500,000 for construction, engineering, and environmental services identified in the 5-Year Public Works Capital Improvement Plan; and
2. Authorize the Director to execute related contract amendments within approved budget appropriations; and
3. Authorize the County Administrator to execute a construction agreement with the Federal Bureau of Reclamation and the Federal Highway Administration for the Lake Solano Pavement Rehabilitation Project.
SUMMARY:
On November 4, 2025, the Board adopted the 5-Year Public Works Capital Improvement Plan (CIP), which identifies projects planned over the next five years. To maintain project delivery schedules and meet funding deadlines, the Department of Resource Management (Department) requests authorization to solicit, award, and to execute construction, engineering and environmental services contracts totaling up to $6,500,000.
The Department anticipates soliciting separate contracts for the following projects:
Construction Contracts (up to $6,000,000)
1. Gibson Canyon Road Improvement Project
2. HSIP 11 Safety Improvement Contract
3. On-Call Tree Removal Contract
Engineering and Environmental Services Contracts (up to $500,000)
1. On-Call Traffic Engineering Consultant
2. Pyrethroid Management Consultant
The Department also requests authorization to execute a construction agreement with the Federal Bureau of Reclamation and the Federal Highway Administration to facilitate construction of the Lake Solano Pavement Rehabilitation Project. Solano County has received federal funding allocations totaling $1,634,560 for delivery of the project. Given the complexity of the various funding sources, the Federal Highway Administration will administer the construction contract work under the terms of the construction agreement (Attachment A).
FINANCIAL IMPACT:
There is no impact to the General Fund. Contract costs will be paid from the appropriate project funding sources including the Road Fund, federal grants, and other approved funding. The Department anticipates reimbursement of up to $3,550,000 from Highway Safety Improvement Program (HSIP) Cycle 11 funds.
Under the terms of the new construction agreement for the Lake Solano Pavement Rehabilitation Project, the Federal Highway Administration will administer construction using an existing federal earmark, Bureau of Reclamation, and American Rescue Plan Act (ARPA) funds. The project will not require a General Fund contribution or additional County matching funds.
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2026/27 Working Budget.
DISCUSSION:
Gibson Canyon Road Improvement Project
The Gibson Canyon Road Improvement Project will enhance safety along a heavily traveled connector to English Hills in unincorporated Solano County. The project will improve Gibson Canyon Road from the City of Vacaville limits to Farrell Road by lowering a vertical curve near Vine Street, widening roadway shoulders, upgrading drainage facilities, and enhancing roadway signage and striping. These improvements will increase sight distance, reduce roadway-departure collisions, and enhance overall roadway safety.
HSIP 11 Safety Improvement Contract
The Highway Safety Improvement Program (HSIP) Cycle 11 Safety Improvement Contract will improve safety at multiple locations throughout unincorporated Solano County. The project will install additional roadway signage, lighting, and guardrail at high-risk curves, stop-controlled intersections, and roadway segments with documented speeding concerns. These improvements support the County's ongoing efforts to reduce serious injury and fatal traffic accidents.
On-Call Tree Removal Contract
The On-Call Tree Removal Contract will remove dead, diseased, and hazardous trees that pose a risk to the traveling public along County roadways. Following completion of the initial work, the contract will remain available to address hazardous tree removals on an as-needed basis throughout the contract term. Maintaining an on-call contract will allow the Department to respond quickly to hazardous tree conditions and reduce emergency procurement needs.
On-Call Traffic Engineering Consultant
The Department requires specialized traffic engineering services to update the County's Local Road Safety Plan and perform pedestrian, bicycle, and vehicle counts in support of the recently awarded Benicia Road Phase 2 grant. The consultant will also provide on-call traffic engineering services to support transportation planning, traffic operations, grant applications, and roadway safety projects as needed. Maintaining an on-call consultant will allow the Department to respond efficiently to future traffic engineering needs without delaying project delivery.
Pyrethroid Management Consultant Contract
The Department is required to implement a public outreach program and prepare annual reporting to comply with Regional Water Quality Control Board requirements related to pyrethroid pesticide discharges. The consultant will develop educational materials, coordinate newspaper and radio advertisements, and prepare the required annual report. These efforts will educate residents on practices that reduce harmful pesticide runoff and support the County's stormwater quality compliance program.
Lake Solano Pavement Rehabilitation Project
Solano County received federal earmark funding for the Lake Solano Pavement Rehabilitation Project to rehabilitate existing pavement within Lake Solano Park. Solano County previously executed an agreement with the Federal Highway Administration on December 9, 2024, to transfer design funding for the project. The original agreement is provided in Attachment B. To proceed with construction, the County must execute an additional agreement with the Federal Bureau of Reclamation and the Federal Highway Administration to fund the construction contract work. The Federal Highway Administration will administer the construction contract, while the Federal Bureau of Reclamation will participate in the project through the applicable funding and property-related agreements. Public Works Engineering will continue coordinating with Solano County Parks Division throughout construction to ensure the project is successfully delivered with limited impacts to public usage of Lake Solano Park.
ALTERNATIVES:
The Board may choose not to authorize the solicitation, award, and execution of the proposed contracts or the execution of the construction agreement necessary to facilitate construction of the Lake Solano Pavement Rehabilitation Project. This is not recommended as the contracts and agreement are necessary to complete Public Works projects anticipated and already approved in the CIP which will rehabilitate critical infrastructure and enhance public safety.
OTHER AGENCY INVOLVEMENT:
The Federal Highway Administration will administer construction activities for the Lake Solano Pavement Rehabilitation Project.
