DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors adopt a resolution and plaque of appreciation honoring Renee Gutierrez, Animal Care Manager, upon her retirement from the Sheriff’s Office with over 19 years of dedicated service to Solano County.
SUMMARY/DISCUSSION:
Renee Gutierrez began her career with the Solano County Department of General Services as an Animal Care Specialist Supervisor (Extra Help) on August 16, 2004, and transitioned to full time on March 28, 2005. The position was reclassified to Animal Care Supervisor & Veterinary Technician on September 24, 2006. In July 2011, the Animal Control function moved from General Services to the Sheriff’s Office. On June 30, 2019, Renee Gutierrez was promoted to Animal Care Manager, where she served until her retirement.
As a Registered Veterinary Technician Ms. Gutierrez possessed excellent customer service skills and used these skills along with her vast historical knowledge of Solano County Animal Care to educate staff, inform the Board of Supervisors and helped the community gain a better understanding of the services Solano County provides to both the resident and the animals. As the Animal Care Manager, Ms. Gutierrez could often still be found cleaning the office, cleaning kennels, and helping with surgeries, she also researched, applied for, and was awarded several hundred thousand dollars in grant funds for Animal Care Services to enhance community engagement, expand spay and neuter services and the foster program. Ms. Gutierrez initiated agreements with Best Friends Animal Society and the UC Davis Koret Shelter Medicine Program to evaluate and improve Animal Care Services utilizing industry best practices and to improve outcomes for animals under her care, including realizing a live release rate of 88% in FY2020/21, the highest live release rate Animal Care recorded.
Ms. Gutierrez is a valued and respected member of the Sheriff’s Office and will be greatly missed by her friends and coworkers. The resolution honors Ms. Gutierrez for over 19 years of service and commends her dedication and public service to Solano County. Ms. Gutierrez’s official last date of employment with the Sheriff’s Office will be July 5, 2024.
FINANCIAL IMPACT:
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2023/24 Working Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board may elect not to adopt a resolution and plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Renee Gutierrez for her years of public service to the Sheriff’s Office, Animal Care Division and the citizens of Solano County.
OTHER AGENCY INVOLVEMENT:
County Administrator’s Office ordered the plaque and finalized the resolution.
