DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board (WDB) of Solano County recommends that the Board of Supervisors:
1. Approve a renewal of the Master Memorandum of Understanding (M-MOU) for 2025-28 to fulfill the federal Workforce Innovation and Opportunity Act’s (WIOA) requirement for a local agreement between the County and the Workforce Development Board of Solano County concerning the operations of the One-Stop Career Centers known as Americas Job Centers of California (AJCC); and
2. Approve a renewal of the Partner Memorandum of Understanding (P-MOU) template for 2025-28 to be executed between the WDB and its mandated partner agencies for the local One-Stop Career Center system.
SUMMARY:
Title I, subtitle B, chapter 1 section 121(c)(I) of the WIOA requires that a Memorandum of Understanding (MOU) be developed and executed between the WDB of Solano County and the Solano County Board of Supervisors as the Chief Local Elected Officials concerning the operations of the Solano AJCC delivery system. This also includes an agreement to describe the collaborative working relationship among governmental and community-based program operators for the 16 federal funding streams which support the local workforce development system.
The WDB is responsible for developing this agreement to support the local workforce development system, and uses a two-part MOU to obtain this objective:
1. An M-MOU between the WDB and the County of Solano establishes how the WDB and AJCC partners will work together to create a unified service delivery system that best meets the needs of shared customers. The M-MOU memorializes the basic agreement between the County and the WDB for conduct of the AJCC with a delegation to the WDB to establish accompanying agreements with local AJCC partner agencies. This M-MOU references all partner agencies’ involvement and is to be approved and signed by the WDB and the County Board of Supervisors Chair.
2. A set of P-MOUs, stating the specific commitment of each agency to the M-MOU and to specific activities supporting the local workforce development system. These agreements are incorporated in the M-MOU by reference. The P-MOU outlines more specific parameters between the WDB and each AJCC partner. The WIOA requires that an agreement be developed and executed among mandated AJCC partners concerning the operations and infrastructure funding of the Solano AJCC delivery system, which describes the commitment of each AJCC partner agency to providing financial and/or in-kind support for the day-to-day operation of the AJCC and the local workforce delivery system. The WDB and each AJCC partner agency have developed a P-MOU, and the WDB and the AJCC partner agency and are to be a signatory of their respective P-MOU.
These MOUs replace the current MOU between the WDB and the County, and between the WDB and the AJCC partner agencies, that expire on June 30, 2025.
FINANCIAL IMPACT:
The MOUs define the working relationships between AJCC partners for their commitments to Solano’s workforce system. While the MOUs define resource sharing between agencies, there is no additional budget impact.
DISCUSSION:
Background
WIOA strengthens the ability of the nation’s public workforce system to align investments in workforce development, education and training, and economic development efforts with regional in-demand jobs. WIOA focuses on the importance of providing customers with access to high-quality AJCCs that connect customers with the full range of services available in their communities.
M-MOU
The purpose of the M-MOU (Attachment A) is to provide a countywide agreement that establishes a cooperative working relationship between Solano’s workforce development entities that receive federal workforce funding. By establishing an agreement between workforce entities to work effectively together, the County will ensure access to a high-quality AJCC in Solano that provides comprehensive and multi-faceted workforce services in the community for all customers.
Services include:
• Support in securing, retaining, and advancing meaningful employment
• Building of basic educational or occupational skills
• Pathways to certificates or degrees, including secondary and postsecondary
• Guidance on choosing and pursuing career pathways
• Support in identifying, hiring, and advancing a skilled workforce.
P-MOUs
The P-MOUs (Attachment B) incorporated by reference in the M-MOU defines individual AJCC partner contributions and commitments to Solano’s workforce system. Incorporated in each P-MOU is an agreement on the implementation of services within the AJCC system as it relates to shared services, shared customers, referral systems, and shared resources and costs. Each P-MOU also includes the following attachments:
• Attachment A - System Costs Funding: Addresses how to sustain the unified system through the use of resource sharing and joint infrastructure cost funding.
• Attachment B - AJCC Shared Infrastructure Cost Budget: Contains the estimated infrastructure cost for the first interval, from July 1, 2025 through June 30, 2028, and the shared cost attributable to each participating partner.
• Attachment C - AJCC Shared System Services: Lists the services provided to persons seeking assistance and to businesses.
• Attachment D - AJCC System Points of Contact: Lists access to services via physical sites, electronic and other connections.
Sixteen funding streams are subject to WIOA provisions which can be seen in Attachment C.
ALTERNATIVES:
The Board could choose not to approve this recommended approach and direct staff to develop other options and bring them forward, for subsequent approval by the Board. This is not recommended as MOUs between partner agencies are required per WIOA.
OTHER AGENCY INVOLVEMENT:
Partner agencies have been involved in the development of the P-MOUs.
