DEPARTMENTAL RECOMMENDATION:

Supervisor Williams recommends the Board of Supervisors adopt and present a resolution recognizing February 2026 as the month-long celebration of Black History Month in Solano County.

SUMMARY/ DISCUSSION:

Each February, National Black History Month serves as both a celebration and a powerful reminder that Black history is American history, Black culture is American culture, and Black stories are essential to the ongoing story of America. Beginning in 1926, Carter G. Woodson, known as the “Father of Black History,” established “Negro History Week” to emphasize the importance of a unifying theme that would focus public attention on the Black experience, including how people of African descent in the United States view themselves, their influence on social movements and racial ideologies, and the aspirations of the Black community.

The theme for Black History Month in 2026 is “A Century of Black History Commemorations,” marking 100 years since Black History Week began and exploring the impact of these observances on identity, pride, and equality. This theme highlights the power of recognizing Black history in shaping the national narrative and fostering Black progress, while honoring past contributions and inspiring present and future generations.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the Board’s FY2025/26 Working Budget. The costs associated with preparation and purchase of the resolution materials are included in the Board’s FY2025/26 Working Budget.

ALTERNATIVES:

The Board could choose not to adopt the resolution; however, this is not recommended, as Black History Month is an annual celebration of achievements by African Americans in Solano County and around the world.

OTHER AGENCY INVOLVEMENT:

There is no other agency involvement.
