DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a Napa/Solano Area Agency on Aging second contract amendment with Innovative Health Solutions for $94,282 for a total contract amount of $589,541 to provide meals to older adults in a congregate setting for the current period through June 30, 2025; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) is responsible for the distribution of funds received from the California Department of Aging (CDA) for Planning and Service Area 28 Older Americans Act services. The N/S AAA provides services to seniors (60+) and the public in Napa and Solano counties and CDA funds are used to provide meals, information and assistance services, caregiver support services, activities related to preventative health, and ombudsman services to seniors. The CDA routinely amends the Area Plan revenue contract to include additional State and federal funds to augment current services.
On June 25, 2024, the Board approved an Area Plan revenue agreement with CDA for the distribution of $4,095,623 in program funding to provide services to the N/S AAA Planning and Service Area 28 for the period of July 1, 2024 through June 30, 2025. The CDA later amended the Area Plan revenue contract to reflect an additional distribution of $423,766 in federal and State funds to provide Older Americans Act program services. This additional funding is to support senior meals, the long-term care ombudsman program, legal services, family caregivers, disease prevention, and elder abuse prevention programs.
Also, on June 25, 2025, the Board approved a contract with Innovative Health Solutions for $500,000 to provide congregate meals to seniors living in Solano County. The agreement was later amended to reflect a federal Nutrition Services Incentive Program (NSIP) funding reduction of $4,741. Per the CDA, N/S AAA can contract services using service providers under the current contract. With the Board’s approval of the second contract amendment with Innovative Health Solutions for $94,282, more than 3,000 additional meals will be served to seniors.
FINANCIAL IMPACT:
The costs of preparing this agenda item are nominal and are included in the Department’s FY2024/25 Adopted Budget. There is no impact on the County General Fund.
ALTERNATIVES:
The Board may choose not to approve this contract amendment with Innovative Health Solutions. This is not recommended as this is an opportunity to provide vital nutrition to older and disabled residents of Solano County.
OTHER AGENCY INVOLVEMENT:
The Department of Health and Social Services worked with the N/S AAA Oversight Board and N/S AAA Advisory Council in the development of the contract amendment.
