DEPARTMENTAL RECOMMENDATION:

 

It is recommended that the Board receive a presentation by the Department of General Services on the selection of JoAnn Epperson as the August 2015 “Employee of the Month” for the County Administration Center Parking Program making her eligible to use the parking space designated for this purpose.

 

SUMMARY/DISCUSSION:

 

 The “Employee of the Month” Parking Program for County employees has been in place since September 13, 2005, with a rotating monthly departmental assignment where departments may recognize an employee for their outstanding efforts by providing the use of a special parking space in the County Parking Garage for one month.

 

August 2015 has been selected as the month for General Services to recognize one of its exemplary employees: JoAnn Epperson. In November 2010, JoAnn started County employment as a Buyer in the General Services Department and has excelled in this capacity. JoAnn came to the County after serving 9 years in the private sector as a Buyer for Orchard Supply Hardware. She has been able to apply her extensive knowledge from the private sector to benefit the taxpayers of Solano County in knowing the marketplace from both buyer and seller perspectives.  JoAnn is highly respected by her peers, has a wonderful sense of humor and is very committed to her duties as a Buyer and demonstrates strong work ethic acting as a dedicated employee working to provide excellent service to County departments. JoAnn is the consummate multi-tasker; she advises departments on the most appropriate methods to procure goods and services in the most expeditious manner, she manages the County’s vending concession contract and is largely responsible for the development of the County’s moving and office supply contracts. JoAnn provides timely information to customers/employees, performs purchasing functions, and is willing to help out in the Surplus function when necessary. She is instrumental in finding innovative solutions to improve services, increase efficiencies and reduce costs. JoAnn spearheaded the ability of Surplus property to accept point of sale credit card purchases for the first time since 2003 and she is close to completing research for a scanning system for sold fixed assets to improve efficiencies and reduce paperwork. JoAnn responds to service concerns quickly and with exceptional grace and professionalism. JoAnn is detail-oriented, knowledgeable and is one of the “go to” persons within the Central Services Division.

 

JoAnn also serves on the County’s Wellness Committee and is the trained CPR and first aid point person for the General Service’s Suite. Further, she is the liaison for the County’s Weight Watchers Program.  She gives her all to help Solano County be the best place to live, learn, work, and play.

 

As a valuable member of the General Services’ team, JoAnn is commended and recognized for exemplifying the Department’s core values of teamwork, flexibility, communication, professionalism and positive attitude.   As such, she has been selected as the August 2015 “Employee of the Month.”

 

FINANCIAL IMPACT:

 

No financial impact.

 

ALTERNATIVES:

 

The Board could elect to name someone else as the “Employee of the Month;” or dissolve the award program; however, these alternatives are not consistent with the Board’s “Employee of the Month” Parking Program or the process for selection used within General Services.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator’s Office concurs with the Department’s recommendation.
