DEPARTMENTAL RECOMMENDATION:
Supervisor Vasquez requests the Board adopt a resolution recognizing September 18, 2026, as National POW/MIA Recognition Day in Solano County.
SUMMARY:
On National POW/MIA Recognition Day, we honor our nation’s former prisoners of war and reaffirm our commitment to the difficult but essential work of accounting for those who remain missing and providing answers to their families. More than 81,500 U.S. service members and civilians remain unaccounted for from conflicts dating back to World War II. Nearly 30 current or former Solano County residents have been identified as prisoners of war.
Following the signing of the Paris Peace Accords in 1973, Operation Homecoming brought hundreds of American prisoners of war home from Vietnam. Over nearly two months, approximately 600 Americans were released and repatriated.
Among those who returned home was Lieutenant Colonel Richard C. Brenneman, a Vacaville resident. On November 8, 1967, while flying his 51st mission over North Vietnam, Brenneman was forced to eject from his aircraft. He spent 1,953 days as a prisoner of war before his release and return home.
Solano County will commemorate National POW/MIA Recognition Day with a ceremony at 10 a.m. on September 18, 2026, at the Solano County Vietnam Veterans Memorial, 650 Merchant Street in Vacaville. The ceremony will honor those who endured captivity, remember those who remain missing, and recognize the families who continue to carry their legacy.
FINANCIAL IMPACT:
The cost associated with preparing this agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget. The cost associated with preparation and purchase of resolution materials are included in the Board’s FY2026/27 Working Budget.
