DEPARTMENTAL RECOMMENDATION:

The Department of General Services recommends that the Board of Supervisors adopt a resolution declaring County-owned real property (Assessor Parcel Number 0113-056-013) as surplus to the needs of the County and authorizing the Director of General Services to execute all documents necessary to complete the quitclaim deed.

SUMMARY/DISCUSSION:

On September 13, 2011, the Board conducted a noticed public hearing to receive, open, review and consider sealed bids to purchase the old Dixon Vets Hall located at 231 North First Street (Attachment B), Dixon for a minimum purchase price of $37,500. After receiving multiple competing oral bids, Winfred and Cherie Fanning's highest bid in the amount of $65,000 was accepted by the Board with the direction to staff to execute a Purchase & Sale Agreement and take all steps necessary to complete the purchase of the property. A grant deed effecting the transfer was recorded on November 4, 2011 (Attachment A); however, as indicated in the deed's legal description, a portion of the property, currently referred to as Assessor Parcel Number 0113-056-013 on Attachment B, was not included in the transfer for reasons unknown. There is no value to this property to anyone other than the adjoining property owners and should have been included in the original grant deed. Therefore, staff is recommending that the Board adopt the attached resolution declaring this remnant surplus and authorize the transfer to the adjoining property owners, Winfred and Cherie Fanning.
