DEPARTMENTAL RECOMMENDATION:

The Department of General Services recommends that the Board of Supervisors conduct a Public Hearing to review and consider adopting the updated Solano County 5-Year Capital Facilities Improvement Plan for Fiscal Years (FY) 2025/26 through 2029/30.

SUMMARY:

In accordance with Section 66002 of the California Government Code, the 5-year Capital Facilities Improvement Plan (CFIP) has been updated for FY2025/26 through FY2029/30 and is available for public review online (link provided in Attachment A). The CFIP is being presented in advance of the FY2026/27 Budget Hearings to allow Board input prior to finalizing the Capital Projects funding request for FY2026/27. A preliminary list of the recommended capital projects in FY2026/27 is included in Attachment B.

FINANCIAL IMPACT:

The cost and funding source for individual projects included in the Plan will be presented for Board consideration through each fiscal year's Recommended Budget.

While projected capital fund balances are sufficient to support proposed FY2026/27 projects, some projects include assessment or design phases for larger efforts that will require additional construction funding in future years.

The costs associated with preparing this agenda item and holding the public hearing are nominal and absorbed within the department's FY2025/26 Working Budget.


DISCUSSION:

The CFIP is a planning document used to establish priorities, develop cost estimates and funding strategies, and support annual budget requests for County facility improvements over a five-year period. It also supports the annual update for the County's Public Facilities Fees.
