DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology recommends that the Board of Supervisors approve a plaque of appreciation for Russell E. Hansen, Systems & Programming Manager upon his retirement with over 12 years of distinguished service to Solano County.
SUMMARY/DISCUSSION:
Russell E. Hansen began his career with Solano County on January 10, 2005 as IT Finance & Administration Manager with the Department of Information Technology. Russ was later promoted to the position of Systems & Programming Manager on July 1, 2007.
Among his duties with the Department of Information Technology, Russ managed budgets, procurement, assets, and all fiscal processes for the Department. Russ was the Department's liaison with the County Administrator's office, the Auditor-Controller, other county departments, and outside agencies on all fiscal issues including financial audits. As the first fiscal manager of the newly created IT department, Russ developed budget processes and chargeback methodologies for the distribution of IT costs as well as sophisticated labor expense forecasting tools for use by CAO's office. In addition to his financial management responsibilities, in 2007 Russ assumed responsibility for the project to implement Intellitime county-wide and for the PeopleSoft application group. Russ successfully managed the roll-out of Intellitime, the upgrade of PeopleSoft, and the implementation of PeopleSoft enhancements to support new requirements for CalPERS and the Affordable Care Act.
