DEPARTMENTMENTAL RECOMMENDATION:

The County Administrator's Office and the Sheriff's Office of Emergency Services recommend the Board of Supervisors adopt a resolution to terminate the local emergency ratified by the December 27, 2024, Proclamation of Local Emergency in response to the December 2024 Winter Storms.

SUMMARY/DISCUSSION:

On December 21, 2024, Assistant County Administrator, Ian Goldberg, acting as the Director of Emergency Services, proclaimed a local emergency in response to conditions caused by King Tides and the December 2024 Winter Storms, which began on December 13, 2024. These events created significant threat to life, property, and/or the environment in Solano County. The Board of Supervisors ratified the Proclamation of Local Emergency at a special meeting on December 27, 2024.

The Board of Supervisors continued the Proclamation of Local Emergency during its February 11, 2025, April 22, 2025, June 10, 2025, and August 5, 2025 meetings. The conditions that resulted in the local emergency have since ceased and the proclamation no longer needs to be continued. Under California Government Code section 8630(d), the Board must terminate the local emergency as soon as conditions warrant.

The Solano Sheriff's Office of Emergency Services (OES) has been in continuous communication with the County's CalOES representative. Based on the most recent guidance, if the Reclamation Districts are no longer experiencing ongoing or new damages as a result of the incident, continuation of the proclamation is not necessary, even while recovery and repair work continues.

Termination of the proclamation does not revoke or impact the County's request for State funding assistance. The...
