DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation recognizing Lisa Colcleaser, Accounting Clerk III, upon her retirement from Solano County with 31 years of dedicated service in the Department of Health and Social Services, Welfare Administration Division.

SUMMARY/DISCUSSION:

Lisa Colcleaser began her career with Solano County Health and Social Services (H&SS) in April 1993 in the Eligibility Services' Records unit as a part-time/extra-help records clerk through the Private Industry Council Welfare-to-Work program located on the Vallejo H&SS campus. On August 15, 1993, she was hired as a full-time records clerk, and in 1997 she promoted to a clerical support specialist.

In August 1999, Ms. Colcleaser promoted to an accounting clerk in Welfare Administration Division's Fiscal Disbursement Unit (later became the Fiscal Disbursement Bureau), which was also located on the H&SS Vallejo campus. After completing coursework in principles of accounting, Ms. Colcleaser promoted to accounting clerk III in 2011. She remained with the Fiscal Disbursement Bureau for the remainder of her career through three different system changes within the H&SS, Employment and Eligibility Services Division, including the most challenging which was the migration to a single California Statewide Automated Welfare System (CalSAWS) that supports eligibility and benefits determination and public assistance case management across California.
