DEPARTMENTAL RECOMMENDATION:

The Department of Human Resources recommends that the Board of Supervisors accept the 2025 Annual Report of the Civil Service Commission.

SUMMARY:

Section III, Administration, Section 3.04 of the Civil Service Rules directs the Civil Service Commission to submit a report to the Board of Supervisors by each year on or before March 15th containing information and statistical data relating to County employment, the personnel program, and the activities of the Civil Service Commission. The attached 2025 Annual Report of the Civil Service Commission (Attachment A) details civil service activities in the area of recruitment, employment, classification, Civil Service Rules amendments, appeals, and the formation or modification of bargaining units. The report was adopted by the Civil Service Commission at its meeting of February 11, 2026. For context, historical information also has been included in the report.

Below is a list of notable accomplishments reflected in the 2025 report:
* Opened 242 recruitments, in comparison to 264 recruitments opened in 2024;
* Received 20,943 applications, in comparison to 19,835 applications received in 2024;
* Filled 853 positions, including 168 employees promoted competitively, in comparison to 630 positions filled and 162 employees promoted competitively in 2024; and
* Approved 3 new or amended Civil Service classifications, in comparison to 4 Civil Service classifications in 2024.

FINANCIAL IMPACT:

There is no financial impact for accepting this report. All costs associated with compiling the data and producing the report are absorbed by the Department's FY2025/26 Working Budget.
