DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends that the Board of Supervisors adopt an ordinance amending Section 2-05 of Chapter 2 of the Solano County Code to increase the Board of Supervisors' salaries to sixty-three percent (63%) of the annual salary paid to superior court judges.

 

SUMMARY/DISCUSSION:

 

On November 7, 2023, the Board of Supervisors was presented with a summary of the Board of Supervisors' salary history, which, since 2001, has been set at 53% of the salary paid to superior court judges. The Board directed staff to return to the Board with an ordinance to increase the methodology to 63% of the annual superior court judge's salary. The proposed ordinance was introduced at the regular meeting of the Board of Supervisors on November 14, 2023 and was approved on a 4-1 vote.  (Attachments A and B).

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item and proposed ordinance are nominal and absorbed by the Department's FY2023/24 Working Budget. The proposed salary increase will be evaluated and any necessary adjustments to the Board of Supervisors' budget will be brought back to the Board during the FY2023/24 Mid-Year Budget process.

 

ALTERNATIVES:

 

The Board could choose not to adopt the ordinance; however, that is not recommended since the Board, on a 4-1 vote, introduced the ordinance on November 14, 2023.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel assisted in the development of the ordinance.
