DEPARTMENTAL RECOMMENDATION:

The Sheriff's Office recommends that the Board of Supervisors:

1. Approve a contract amendment between the County of Solano and Aramark Correctional Services, LLC to extend the contract through June 30, 2022 to continue providing commissary services to inmates; and

2. Delegate authority to the County Administrator, pending County Counsel concurrence, to execute the amendment.

SUMMARY:

Commissary services in the jails provides inmates, their friends, and family the opportunity to purchase products such as drinks, snacks, specialty hygiene items, writing supplies, postage and phone time. Pursuant to California Penal Code section 4025, revenue from commissary sales is deposited to the Inmate Welfare Fund (IWF) and shall be expended by the sheriff primarily for the benefit, education, and welfare of the inmates.

The current contract with Aramark Correctional Services, LLC (Aramark) for inmate commissary services expires on August 31, 2020. The proposed amendment reflects agreed upon changes resulting from the sharp decrease in the inmate population brought on by the Coronavirus pandemic (COVID-19). The primary changes include a five percent (5%) reduction in commission percentage of commissary sales (from 45% to 40%) and a $300,000 reduction of the minimum annual guarantee of revenue (from $600,000 to $300,000).
