DEPARTMENTAL RECOMMENDATION:
The Director of Human Resources recommends that the Board of Supervisors:
1. Approve a contract with Governmentjobs.com, Inc. (dba "NEOGOV") in the amount of $128,288 for the implementation of NeoGov Learn, the County's new Learning Management System (LMS), for the term of September 1, 2026, through June 30, 2028; and
2. Delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate amount of $74,999.
SUMMARY
A Learning Management System (LMS) is a central repository for employee training records. It is used to schedule and track employee training and keep records of these trainings. An LMS may also house specific training content, such as webinars, PowerPoint presentations, overview/objectives, training provider information, etc. LMSs assist the County by scheduling, tracking, storing, and conducting employee training and maintaining training records in a centralized location to track compliance and produce accurate and timely training records. An LMS is of particular importance in meeting the requirements of Senate Bill (SB) 513, which requires an employer to provide specific employee training record content as part of personnel file reviews by maintaining the training records and reporting capabilities necessary to respond to personnel file requests.
