DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends the Board of Supervisors approve a Solano County American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) allocation modification between two previously approved water infrastructure projects totaling $34,786.

SUMMARY/ DISCUSSION:

Solano County received a direct federal funding allocation under the ARPA SLFRF program of $86,949,405 to provide support in responding to the economic and public health impacts of COVID-19 and impacts on communities, residents, and businesses. On May 10, 2022, the Board of Supervisors approved a $301,500 allocation to provide public water system connections for six residential units on a single parcel within the City of Vacaville that are currently served by a single water supply well that has historical groundwater contamination. On October 25, 2022, the Board approved a separate allocation of $200,000 to connect the Sandy Beach Park Recreational Vehicle (RV) waste holding tank to the City of Rio Vista's municipal sewer system. These two projects are being implemented by the Solano County Department of Resource Management (Department), Parks division and Water and Natural Resources Program division.

On September 10, 2024 the Board approved the reallocation of $65,000 between approved water projects due to higher than expected costs to complete the Sandy Beach RV Sewer Connection project.
