DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors approve the 2026 amendment to the 2024 Solano Countywide Local Road Safety Plan.
SUMMARY:
Federal regulations and the California Strategic Highway Safety Plan require local agencies maintain a Local Road Safety Plan (LRSP) to remain eligible and competitive for federal, State, and regional transportation safety grant programs. The LRSP uses a systemic, data-driven methodology to identify roadway safety risks, evaluate proven safety countermeasures, and prioritize infrastructure improvements. Solano County prepared an LRSP in 2024 (Attachment A) which enabled Solano County to apply for the federal Highway Safety Improvement Program (HSIP) Cycle 12 grant funding, of which the County secured $4.8 million in project awards.
The LRSP requires periodic review and updates to adapt to changing traffic accident profiles, traffic flow patterns, and funding priorities. The most recent collision data from 2019 - 2023 indicated that a new analysis was necessary to address increases in fatal and serious injury crashes on county maintained roadways. The Department of Resource Management (Department) has prepared an LRSP amendment (Attachment B) to provide an additional set of candidate safety projects that will be eligible for grant funding opportunities. The amendment does not alter the goals or policy direction of the adopted LRSP. Rather, it incorporates newer collision data, refines corridor prioritization, and strengthens the County's technical basis for future Highway Safety Improvement Program grant applications. The Department recommends the Board approve the amendment so staff can seek grant funding opportunities for these projects over the next few years.
