DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors adopt an ordinance amending Chapter 6.3 of the Solano County Code adopting the 2025 State of California Building Codes and local amendments.
SUMMARY/DISCUSSION:
The proposed ordinance amending Solano County Code, Chapter 6.3 to properly reference and adopt the 2025 California Building Standards Code (Title 24, California Code of Regulations) was introduced at the regular meeting of the Board of Supervisors on October 28, 2025, and was approved by a vote of 5-0. The 2025 California Building Standards Code is comprised of various individual codes related to building safety and construction. The staff report provided to the Board on October 28, 2025 (Attachment B) details these various codes and provides a summary of the new requirements that will result from adoption.
If adopted, the ordinance will become effective after 30 full days on December 18, 2025, with an operative date of January 1, 2026.
FINANCIAL IMPACT:
There are no changes to the building permit-related fee tables included in the Code updates; consequently, there will be no changes to how fees are calculated or to fee revenues at this time.
The cost of preparing the public notice and the agenda item, as well as implementation costs, are part of the ongoing operational cost of the Department of Resource Management's Building and Safety Division and are included in the Department's FY2025/26 Working Budget.

The Board of Supervisors could choose to:
