DEPARTMENTAL RECOMMENDATION:
The Department of Library Services recommends the Board of Supervisors approve the bylaws of the new Solano County Library Oversight Advisory Committee.
SUMMARY/DISCUSSION:
On May 2, 2023, the Solano County Board of Supervisors approved the merger of the Solano County Library Advisory Council and the Measure L Library Sales Tax Measure Independent Oversight Committee. The Library Advisory Council was discretionary, and the Oversight Committee is required under County ordinance to review and report expenditures of the Measure L Library Sales Tax revenue. Proposed bylaws have been drafted for the newly merged Library Oversight Committee subject to the Board of Supervisors’ approval. (Attachment A).
Upon approval of bylaws, recruitment efforts for vacancies will be implemented as needed. Upon filling the vacancies, an initial meeting of the Library Oversight Committee will be held where the bylaws will be reviewed by Committee members.
FINANCIAL IMPACT:
There is no impact to the County General Fund. The cost of preparing the agenda item is minimal and absorbed by the Department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board could elect not to approve the bylaws; however, this is not recommended as the bylaws are necessary to move forward with implementation of the newly combined Library Oversight Committee.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the by-laws and recommendations have been incorporated into this draft.
