DEPARTMENTAL RECOMMENDATION:
 
Approve by a unanimous vote a biennial (two-year) audit cycle for Reclamation District No. 2127 ("District"), commencing FY2010/11.
 
SUMMARY/DISCUSSION:
 
Under Government Code, ยง 26909 (b) (1), a special district may, by unanimous request of its governing board, and with the unanimous approval of the board of supervisors, replace the annual audit with a biennial audit covering a two-year period.
 
Currently, the Solano County Auditor-Controller annually audits the District.  The audits have revealed no reportable problems or conditions.  
 
A biennial audit would be more cost effective for the District and reduce the workload for both the District and the Auditor-Controller's Office.  
 
In March 2012, the Board of Trustees of the District voted unanimously to request the Board's unanimous approval to conduct biennial audits.
 
FINANCIAL IMPACT:
 
The Auditor-Controller currently charges the District for the annual audit and a change to the two-year cycle will nominally impact the County General Fund. The District will realize significant savings.
 
ALTERNATIVES:
 
The Board could choose not to approve this request.  
 
OTHER AGENCY INVOLVEMENT:
 
The Auditor-Controller's Office supports the District's request for the biennial audit.

APPROVE DEPARTMENTAL RECOMMENDATION
