Conduct a public hearing to consider a report of delinquent solid waste service charges for properties within unincorporated Solano County; Hear and consider any protests or objections to the report and make appropriate revisions or corrections; Consider adopting resolutions confirming the report of delinquent accounts, imposing the delinquent solid waste service charges as special assessments, authorizing the recording of liens, and directing placement of delinquent charges on the FY2026/27 secured property tax roll; Approve a $62 administrative lien charge per affected parcel; and Authorize the Director of Resource Management, or their designee, to execute and record Releases of Liens upon payment in full

DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors:
1. Conduct a public hearing to consider a report of delinquent solid waste service charges that are at least 60 days past due for services provided in the unincorporated area by Recology Vacaville Solano; Recology Vallejo; Rio Vista Sanitation Service dba Mt. Diablo Resource Recovery; and Solano Garbage Company dba Republic Services;
2. Hear and consider any objections or protests to the report of delinquent accounts;
3. Make appropriate revisions or corrections to the report of delinquent accounts;
4. Adopt resolutions contained in Attachments A through D, one for each of the four contractors, to:
a) Confirm the report of delinquent accounts;
b) Confirm the delinquent solid waste service charges as special assessments, authorize the recording of liens against the respective parcels, and direct the placement of the assessments on the FY2026/27 secured property tax roll; and
c) Approve a $62 administrative lien charge per affected parcel to recover the County's costs associated with processing delinquent accounts and lien releases.
