DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a contract with Orchard Software Corporation for $622,290 to transition the current Orchard Laboratory Information Management System to the cloud-based Orchard Enterprise Lab system to be used in the Napa-Solano-Yolo-Marin Public Health Laboratory for the period of November 1, 2025 through June 30, 2028; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY/DISCUSSION:
The Solano County Public Health Division's (PH) Napa-Solano-Yolo-Marin Public Health Laboratory's current Laboratory Information Management System (LIMS) is housed on an on-premises computer, supported by Orchard Software Corporation software. The LIMS processes sensitive data, including patient identifiers, electronic protected health information (ePHI), and laboratory testing results. To enhance data security, compliance system accessibility, and operational efficiency, H&SS and the Department of Information Technology (DoIT) jointly recommend migrating to Orchard Software's cloud-based solution, Orchard Enterprise Lab (OEL).
