DEPARTMENTAL RECOMMENDATION:

Delegate authority to the County Administrator to execute contract amendments, with County Counsel concurrence, to the OCHIN, Inc. Master Service Agreement with the Department of Health and Social Services, Family Health Services, up to a fiscal year aggregate of $74,999 from FY2025/26 through FY2027/28.

SUMMARY/DISCUSSION:

On September 13, 2022 the Board of Supervisors authorized $2,570,000 in American Rescue Plan Act (ARPA) funds to support replacement of an electronic medical records system for Family Health Services. On December 6, 2022, the Board of Supervisors approved the appropriation transfer request for the funding and delegated authority to the County Administrator to execute the contract and related documents necessary to implement the replacement project.

Based on this authority, on May 26, 2023, Solano County entered into Master Services Agreement contract with OCHIN, Inc. for the implementation of the MyChart/EPIC Electronic Medical Records system. While the original agreement for implementation and the first year of service totaled $974,571, the Master Services Agreement governs the ongoing use of the system. As the system has been implemented, multiple change orders (amendments) have been executed to ensure compliance and add system capabilities. Board delegated authority to execute amendments up to a fiscal year aggregate of $74,999 is requested to ensure that necessary system changes orders (amendments) can be processed.
