DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services recommends that the Board of Supervisors:

Approve a Memorandum of Understanding (MOU) with the Superior Court of California, County of Solano (Court), for $149,403 to support the implementation of the Proposition 36 program monitoring and data reporting activities, a component of the Community-Based Substance Use Expansion grant, for the period of July 1, 2026, through March 31, 2027; and

Delegate authority to the County Administrator to execute the agreement and any subsequent amendments, with County Counsel concurrence, up to a fiscal year aggregate of $74,999.

SUMMARY/DISCUSSION:

The recommended Memorandum of Understanding (MOU) facilitates reimbursement to the Court for the implementation and continuation of state-mandated program monitoring and data reporting activities associated with the Proposition 36 (Prop 36) Community-Based Substance Use Expansion grant.

Prop 36 funds statewide efforts to expand access to recovery supports and substance use treatment and ensures compliance with data and reporting requirements.
