DEPARTMENTAL RECOMMENDATION:

The Department of General Services recommends that the Board of Supervisors conduct a Public Hearing to review and consider adopting the updated Solano County 5-Year Capital Facilities Improvement Plan for Fiscal Years 2021/22 through 2025/26.

SUMMARY:

In accordance with Section 66002 of the California Government Code, the 5-year Capital Facilities Improvement Plan (CFIP) has been updated for 2021/22 through 2025/26 (Attachment A). A hardcopy of the CFIP is also on file with the Clerk of the Board. The CFIP is being presented in advance of the FY2022/23 Budget Hearings to allow Board input prior to finalizing the Capital Projects funding request for FY2022/23. A preliminary list of the recommended capital projects in FY2022/23 is included in Attachment B.

FINANCIAL IMPACT:

The Department of General Services' capital projects recommendation for FY2022/23 includes requested new funding of $1,373,000 from the Capital Renewal Reserve Fund, $50,000 from the Criminal Justice Temporary Construction Fund, $2,020,000 from the Accumulated Capital Outlay Fund, and $1,375,000 from Other County Department or Grant. The total combined FY2022/23 capital project new funding recommendation is $4,818,000. Funding for recommended capital improvement projects will be requested of the Board for approval during the FY2022/23 Budget Hearings.

While projected capital fund balances suffice to fund proposed FY2022/23 projects, these include the design phase of certain larger projects for which significant construction funding will be needed in subsequent years.
