DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board approve the appointments of James Edgar, Ken Puccini and Mike Temps as Trustees of Reclamation District No. 2136 for terms to expire at noon on December 3, 2021.
SUMMARY/DISCUSSION:
Reclamation districts are governed by boards of trustees, which are composed of landowners or their legal representatives in the district. As a general rule, trustees are elected by mail-ballot elections occurring in odd-numbered years. Once an election is called, a district solicits nominations. If, on the 54th day prior to the election, the number of nominees does not exceed the number of vacancies, the district may cancel the election and ask the board of supervisors to appoint the persons nominated. If no person has been nominated, the district may ask the board of supervisors to appoint any qualified person.
Reclamation District No. 2136 has a seven-member Board of Trustees, and the terms of three Board Members will expire in December. Pursuant to Water Code section 50731.5, the District published notice calling for nominations to replace these trustees. It received no nominations for the trustee positions. Accordingly, the District's Board of Trustees requests that the Board of Supervisors appoint James Edgar, Ken Puccini and Mike Temps as trustees for terms of four years.
Attached is District Secretary Diane Tesene's letter requesting the appointment of the three qualified persons to the District's Board of Trustees.
