DEPARTMENTAL RECOMMENDATION:

The County Administrator's Office recommends approval of an Approve an Appropriation Transfer Request recognizing $2,400,000 in federal American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Fund (SLFRF) revenue to fund two Board approved ARPA projects including $1,870,000 to the support renovation costs to establish an Early Learning Center at the Beverly Hills Elementary School in Vallejo and $530,000 to reengage Disconnected Youth in education and career pathways through the Solano County Office of Education (4/5 vote required); and Delegate authority to the County Administrator to sign any contractual agreements related to carrying out the two Board approved ARPA projects within budgeted appropriations.

On March 1, 2022, First 5 Solano, in partnership with the County Office of Education, presented four project options under the federal American Rescue Plan Act (ARPA) Coronavirus State and Local fiscal Recovery Funds (SLFRF) for Board discussion and direction.
