DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors:
1. Approve a Napa/Solano Area Agency on Aging first contract amendment with Food is Free Solano, dba Food is Free Bay Area, for $71,419 for a total contract amount of $111,419 to provide groceries to seniors for the current period through June 30, 2026; and
2. Delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY/DISCUSSION:
The Napa/Solano Area Agency on Aging (N/S AAA) distributes funds from the California Department of Aging (CDA) for Older Americans Act (OAA) services within Planning and Service Area 28. N/S AAA service priorities include nutrition, transportation, emergency housing assistance, and information and referral for the older adult populations in Napa and Solano Counties. With CDA approval, this amendment allocates OAA Title IIIB federal funds and one-time-only funds to Food is Free Bay Area to provide supplemental support for the nutritional needs of older adults in Solano County.
Consistent with CDA guidance, the N/S AAA may utilize additional revenue to supplement currently funded programs and has the discretion to contract for supplemental services with existing service providers during the current fiscal year (FY2025/26).
