DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services recommends that the Board of Supervisors adopt a resolution amending the List of Numbers and Classifications of Positions to add 1.0 FTE Limited-Term Social Worker III through March 31, 2026; delegate authority to the Director of Human Resources to make any technical corrections; and approve a $284,710 Appropriation Transfer Request (ATR) to recognize appropriations for the position.

SUMMARY/DISCUSSION:

The Board's adoption of the resolution will allow the Department of Health and Social Services (H&SS), Administration Division to move a current employee into the new position allocation while doing union work, known as "release time." The limited-term position is funded by Service Employees International Union, Local #1021. The addition of the limited-term position provides a position allocation for the employee, which allows H&SS to move forward with filling the regular 1.0 FTE position and continue to provide mandated services. The limited-term position will expire March 31, 2026. If there is an approved request by the union to extend the release time, staff will return to the Board for approval to extend the limited-term position. With the expiration date of the limited-term position, the employee will transition back to a regular 1.0 FTE Social Worker III position in H&SS.
