DEPARTMENTAL RECOMMENDATION:

The Health and Social Services Department (H&SS) and Sheriff's Office recommend that the Board of Supervisors approve a contract with AgreeYa Solutions Inc. for $748,800 to lead the design and implementation of technical solutions necessary to comply with pre-release Medi-Cal enrollment and suspension mandates for the period December 6, 2023 to December 5, 2024; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

SUMMARY/DISCUSSION:

California statute (AB 133, Chapter 143, Statutes of 2021) mandates all counties implement processes and protocols for pre-release Medi-Cal enrollment and suspension for incarcerated individuals. The California Department of Health Care Services approved Solano County's application for grant funding through Round 2 of the Providing Access and Transforming Health (PATH) Justice-Involved (JI) Capacity Building program to support migration from a manual screening, enrollment, and application process to one that is more technology driven and efficient.
