DEPARTMENTAL RECOMMENDATION:
Supervisor Vasquez requests the Board adopt a resolution recognizing September 19, 2025 as National POW/MIA Recognition Day in Solano County.
SUMMARY:
On National POW/MIA Recognition Day, we pay tribute to our former prisoners of war and recommit to the difficult but essential task of seeking out answers for the families of those still missing. More than 81,500 service members and civilians remain unaccounted for from conflicts dating back to World War II. Nearly 30 current or former Solano County residents have been identified as prisoners of war. The Paris Peace Accords of 1973 famously led to Operation Homecoming, an airlift operation that spanned nearly two months, and during which 600 prisoners of war were released from Hanoi, Vietnam.
One of the repatriated Americans from Operation Homecoming is Lieutenant Colonel Richard C. Brenneman, a Vacaville resident. He was forced to eject from his jet over North Vietnam while flying his 51st mission on November 8, 1967. He spent 1,953 days as a prisoner of war before his release. A National POW/MIA Recognition Day ceremony will be held at 10 a.m. on Sept. 19, 2025 at the Solano County Vietnam Veterans Memorial, 650 Merchant Street, Vacaville.
FINANCIAL IMPACT:
The cost associated with preparing this agenda item are nominal and absorbed by the department's FY2025/26 Working Budget. The cost associated with preparation and purchase of resolution materials are included in the Board's FY2025/26 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt and present this resolution, however, that is not recommended as this is an opportunity to recognize and honor those that were taken prisoner of war or remain listed as missing in action.
