DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors adopt a resolution to amend the Alphabetical Listing of Classes and Salaries to add the classification of Registrar of Voters with a monthly salary of $12,187.07- $14,813.46.
SUMMARY:
On August 25, 2026, the Board of Supervisors amended Chapter 2 of the Solano County Code to remove the requirement that the Chief Information Officer (CIO) also serve as the Registrar of Voters. This change reflects the growing complexity and specialized demands of both information technology and election administration.
To support this transition, the County Administrator’s Office requested reclassifying the 1.0 FTE Assistant Registrar of Voters position to the classification of Registrar of Voters. Staff recommended separating the CIO and Registrar roles to ensure each function receives dedicated leadership and focused oversight. Under the amended ordinance, the CIO will continue to lead the Department of Information Technology, while a newly appointed Registrar of Voters will oversee a separate department.
As part of this restructuring, the former Elections Division within the Department of Information Technology has been elevated to a standalone department, now named the Registrar of Voters (ROV). The new department will continue to have 9.0 FTEs. After the Board’s action, the department will continue the same core responsibilities: maintaining the voters’ registration list, maintaining voter precincts, and administering all elections in the County.
