DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors approve the bylaws of the Solano County Emergency Medical Services Advisory Committee.
SUMMARY:
In late 2025, the Board of Supervisors voted to return the Local Emergency Medical Services Agency (LEMSA) authority to Solano County Health and Social Services Department (H&SS), Public Health Division. This structure places EMS system oversight, ambulance regulation and contracting, medical control, quality improvement, and related regulatory functions under direct County authority. In May and June 2026, the Board heard discussion and ultimately voted to establish an Emergency Medical Services Advisory Committee with designated representatives.
California Health and Safety Code Division 2.5, Section 1797.220, authorizes counties to establish advisory bodies to support the functions of the Local Emergency Medical Services Agency (LEMSA). The Solano County Emergency Medical Services Advisory Committee (EMSAC) will provide recommendations to the Solano County Board of Supervisors and the LEMSA regarding system planning, stakeholder coordination and input, clinical and operational issues, public education and system improvement initiatives. The EMSAC promotes a coordinated, patient-centered emergency medical services system focused on improving access, quality, accountability, collaboration, and outcomes for residents and visitors of Solano County.
FINANCIAL IMPACT:
There is no fiscal impact associated with the adoption of the EMSAC bylaws. The EMSAC's administrative support will be provided by existing EMS Agency staff.
