DEPARTMENTAL RECOMMENDATION:
Supervisor Wanda Williams requests the Board adopt and present a resolution recognizing September 15 through October 15, 2026, as National Hispanic Heritage Month in Solano County.
SUMMARY/DISCUSSION:
Each year, National Hispanic Heritage Month is observed from September 15 through October 15 to celebrate the histories, cultures, traditions and contributions of Hispanic and Latino Americans. The observance recognizes the diverse heritage of people with roots in Spain, Mexico, Central America, South America and the Caribbean, including communities connected to countries such as Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, Colombia, Venezuela, Ecuador, Peru, Bolivia, Paraguay, Chile, Argentina, Uruguay, Cuba and the Dominican Republic, as well as Puerto Rico.
September 15 was selected as the beginning of the observance because it marks the anniversary of independence for Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Mexico celebrates its independence on September 16, followed by Chile on September 18. The monthlong observance also encompasses October 12, a date recognized in various communities as Indigenous Peoples’ Day, Columbus Day or Día de la Raza.
National Hispanic Heritage Month began in 1968 as Hispanic Heritage Week under President Lyndon B. Johnson. In 1988, President Ronald Reagan signed legislation expanding the observance to a 30-day period from September 15 through October 15. The expanded observance was enacted through Public Law 100-402 on August 17, 1988.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the District 3 FY2026/27 Working Budget.
