DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors adopt a resolution accepting the dedication of a Public Roadway and Public Utility Easement, approximately 24,257 square feet (0.5569 acres), for right-of-way purposes along Putah Creek Road for Minor Subdivision MS-22-06 (Melendez).
SUMMARY:
On April 25, 2023, the Board held a public hearing and approved Minor Subdivision MS-22-06, subdividing an approximately 82.13-acre parcel into two (2) parcels: Parcel 1 being 41.13 acres and Parcel 2 being 41.00 acres in area, and zoned A-40. The purpose of the subdivision was to separate a commercial walnut orchard into two equal parts, which would allow for construction of a primary dwelling on Parcel 2 at a future date. This item came to the Board due to underlying Williamson Act contracts and the Tentative Map was conditionally approved by the Board of Supervisors with the approval of the minor subdivision. Both parcels front Putah Creek Road and Winter Roads, west of Highway 505, approximately 0.25 miles south of the City of Winters, in the unincorporated area of Solano County (Attachment A - Parcel Map).
The Solano County Road Improvement Standards require the applicant dedicate a Public Roadway and Public Utility Easement for right-of-way purposes along Putah Creek Road, west and south of the intersection with Winters Road.
