DEPARTMENTAL RECOMMENDATION:

Supervisor Mashburn requests that the Board of Supervisors approve the reappointment of Don Ryan to serve on the Airport Land Use Commission representing District 5 for a term to expire March 23, 2029.

SUMMARY / DISCUSSION:

Don Ryan honorably served in the United States Air Force for 25 years as a C-5 pilot, including his final seven years stationed at Travis Air Force Base. Over the course of his aviation career, he has logged more than 8,000 military, commercial, and civilian flight hours, flown commercially for US Airways, and served as the California Wing Commander for the Civil Air Patrol. Combined with his experience leading the Solano County Office of Emergency Services, Mr. Ryan's extensive aviation and emergency management background makes him exceptionally well qualified to serve on the Airport Land Use Commission.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget.

ALTERNATIVES:

The Board could choose not to appoint Don Ryan, but that is not recommended as he is natural fit for the commission, bringing with him an incredible amount of hands-on experience and wide breadth of knowledge surrounding all aspects of flight and safety which would be highly beneficial in serving.
