HUMAN RESOURCES' RECOMMENDATION:
The Director of Human Resources recommends that the Civil Service Commission (Commission) grant
AMMPS's request to include the Compliance and Quality Assurance Analyst in Unit 16. The Employer-Employee Relations Rules and Regulations (EERRR) requires the Commission to make the final determination on the appropriateness of a representation unit.

SUMMARY:
The Compliance and Quality Assurance Analyst classification is not covered under civil service and is an unrepresented classification. On October 23, 2025, Local 21 sent correspondence on behalf of AMMPS to request modification of Unit 16 to include the CQA Analyst classification series, which includes entry and journey levels.

In accordance with the EERRR, on November 24, 2025, the Department of Human Resources provided notice to the employees in the proposed unit and to any person or employee organization that filed a written request for such notice. The EERRR provides that within 30 days of the notice date, a second employee organization may challenge the appropriateness of the proposed unit modification and may petition for the establishment of a different unit. No such petitions were received. The proposed unit modification is to add one classification (Compliance & Quality Assurance Analyst) to Unit 16. This classification has three authorized positions. In addition to the petition correspondence, Local 21 submitted signed copies of current incumbents' membership application.

The final step is for the Commission to make the final determination on the appropriateness of the
representation unit.
