DEPARTMENTAL RECOMMENDATION:

Supervisor Vasquez requests the Board adopt and present a resolution recognizing December 21, 2025, as National Homeless Persons' Memorial Day in Solano County.

SUMMARY/DISCUSSION:

For more than 30 years, the National Coalition for the Homeless and the National Health Care for the Homeless Council have designated the winter solstice, typically December 21 of each year, as National Homeless Persons' Memorial Day. The longest night of the year and National Homeless Persons' Memorial Day coincide to shine a light on those members of the homeless population who have died in the past year. The first annual Homeless Persons' Memorial Day was commemorated in 1990.

Hunger and homelessness remain pressing challenges not only in Solano County but across the nation, straining the capacity of public agencies and community partners working to respond. The ongoing housing crisis continues to put more individuals at risk of living, and in some cases dying, without adequate shelter. According to the January 31, 2024, Solano County Homeless Census and Survey (the annual point-in-time count), an estimated 1,725 people were experiencing homelessness in the county, including 289 individuals in shelters and 1,436 living outdoors. This represents an increase of 546 people, approximately 46.3 percent since the last full unsheltered count in 2022.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the District 4 FY2025/26 Working Budget. The costs associated with preparation and purchase of the resolution materials are included in the Board's FY2025/26 Working Budget.
