DEPARTMENTAL RECOMMENDATION:

The Department recommends the Board of Supervisors:

1. Approve a 5-year agreement with ConvergeOne for procurement of hardware, software licenses & maintenance, and professional services for Solano County's on-premise Voice over Internet Protocol (VoIP) infrastructure upgrade in the amount of $2,137,350; and
2. Authorize the Chief Information Officer to execute the Agreement and any future amendments and change orders up to 15 percent of the contract amount within annual appropriations.

SUMMARY:

The VoIP telecommunications system that the County relies on for voice/fax/voicemail services is obsolete and currently beyond its vendor supported useful life. The software and hardware that supports this system must be upgraded to provide highly reliable communications services.

As previously reported at the May 7, 2019 Board of Supervisors meeting, the County has opted to cease implementation of a cloud-based hosted communication system in favor of modernizing the existing on-premise VoIP systems. As part of the report, it was noted that the cloud-based hosted communications system will not meet the functional needs of the County and will cost more to operate than a comparable on-premise system. Annual cost savings from license/maintenance attributable to continuing an on-premise VoIP system is estimated at $232,000 annually.
