DEPARTMENTAL RECOMMENDATION:
The Auditor-Controller’s Office (ACO) recommends that the Board of Supervisors accept the Internal Control Review of the Solano County Health and Social Services (H&SS) Public Guardian as of December 31, 2014.
SUMMARY/ DISCUSSION:
In accordance with the ACO’s FY2014/15 Audit Plan, the Internal Audit Division conducted an internal control review of the Solano County Health and Social Services Public Guardian. The ACO review included evaluating the adequacy of internal controls over the accountability of clients’ funds and property and records for the Public Guardian. The Public Guardian is a Bureau of the H&SS Older and Disabled Adult Services Division, and consists of the Public Guardian/Conservator and Public Administrator.
The review did not identify any material weaknesses or significant deficiencies in the Public Guardian’s internal controls over the collection and disbursement of funds, the tracking and distribution of client property, reconciliation of bank accounts to the general ledger, or court accounting filings.
FINANCIAL IMPACT:
The acceptance of the report has no financial impact.
ALTERNATIVES:
The Board of Supervisors could elect not to accept the report. This alternative is not consistent with sound public policy and is, therefore, not recommended.
OTHER AGENCY INVOLVEMENT:
The Health and Social Services Public Guardian has reviewed and accepted the report.
