DISCUSSION:
The California Department of Transportation, Division of Aeronautics, ("Division"), provides guidance regarding airport land use compatibility and has previously submitted comments regarding the Solano 4 Wind Project. (See Attachment A.) In those comments, the Division addressed the ALUC's ability to evaluate potential aviation radar interference and emphasized the importance of coordinating proposed development with Travis Air Force Base to ensure compatibility with existing and future airport operations.
The Solano 5 Wind Repower Project raises similar airport land use compatibility considerations, including potential radar interference. In addition, other wind turbine projects within the Travis AFB LUCP may request approval to replace aging turbines with newer or larger facilities in the future. For this reason, the potential implications of the Solano 5 project for future turbine replacement projects within the Travis Air Force Base compatibility area should be carefully considered.
Staff is seeking direction form the Commission regarding whether staff should contact the Division of Aeronautics to request its input regarding the Solano 5 Wind Repower Project, including whether potential radar interference should be evaluated as part of the ALUC's consistency review and whether the project may have implications for the review of future wind turbine replacement projects within the Travis Air Force Base ALUCP.
