DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors receive the 2024 Annual Report of the Civil Service Commission.
SUMMARY/DISCUSSION:
Section III, Administration, Section 3.04 of the Civil Service Rules directs the Civil Service Commission to submit a report to the Board of Supervisors by each year on or before March 15th. The report contains information and statistical data relating to County employment, the personnel program, and the activities of the Civil Service Commission. The attached 2024 Annual Report of the Civil Service Commission details civil service activities in the area of recruitment, employment, classification, Civil Service Rules amendments, appeals, and the formation or modification of bargaining units. The report was adopted by the Civil Service Commission at its meeting of February 5, 2025. For context, historical information also has been included in the report.
Below is a list of notable accomplishments reflected in the 2024 report:
* Opened 264 recruitments, in comparison to 237 recruitments opened in 2023;
* Received 19,835 applications, in comparison to 12,081 applications received in 2023;
* Filled 630 positions, including 162 employees promoted competitively, in comparison to 673 positions filled and 161 employees promoted competitively in 2023; and
* Approved 4 new or amended Civil Service classifications, in comparison to 11 Civil Service classifications in 2023.
FINANCIAL IMPACT:
There is no financial impact for receiving this report. All costs associated with compiling the data and producing the report are absorbed by the Human Resources FY2024/25 Working Budget.
