DEPARTMENTAL RECOMMENDATION:

The County Administrator's Office recommends the Board of Supervisors receive an update from staff and the County's federal and State Legislative Advocates on matters of interest to the County; and review and consider approval of Solano County's proposed 2026 Federal Legislative Platform and proposed 2026 State Legislative Platform.

SUMMARY:

The Board of Supervisors adopts a Legislative Platform each year to provide policy direction on state and federal legislation affecting the County. The proposed 2026 Federal and State Legislative Platforms are focused, comprehensive documents that clearly define the County's priorities for the coming year. To ensure the platforms remain relevant and responsive, the County Administrator's Office annually solicits input from all County departments, as well as from the County's lobbying partners, SYASL Partners and Paragon Government Relations. This collaborative process helps identify emerging challenges and opportunities associated with proposed legislation in the upcoming Congressional and State Legislative sessions and informs the Board's consideration of positions that best advance the County's interests.

FINANCIAL IMPACT:

The legislative program is designed to result in additional funding and/or cost avoidance relative to Solano County. The cost of preparing this report and compiling the information is a General Fund cost covered in the County Administrator's FY2025/26 Working Budget.
