DEPARTMENTAL RECOMMENDATION:

Staff recommends that the Board of Supervisors receive a presentation on existing and future traffic conditions identified within the Suisun Valley Traffic Capacity Analysis study.

SUMMARY:

In December of 2023, the Board authorized the Director of Resource Management to contract for traffic engineering consultant services to study and analyze traffic in the Suisun Valley area. Recent development proposals in the last several years have generated public comment and concern regarding the potential for traffic to congest Suisun Valley with future development. The Department of Resource Management retained TJKM to perform traffic counts and prepare a capacity analysis which analyzes the existing traffic conditions along with 10-year projections for growth assumptions.

The Department has provided the attached Suisun Valley Traffic Capacity Analysis (Analysis) and will provide a presentation to the Board. In general, Suisun Valley area has enough capacity to handle the growth anticipated over the next decade; however, without improvements along the lowest segment of Suisun Valley Road there will be some future congestion on Saturdays.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the Department's FY2025/26 Working Budget.



DISCUSSION:

In the 2008 General Plan, Suisun Valley received special zoning allowances for agricultural processing and wineries through a use-permit process. In the last decade, the Department has seen an increase in use-permit applications for wineries, agritourism centers and events that require California Environmental Quality Act (CEQA) review, public outreach and/or comment.
