DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors:
1. Approve a sixth amendment to a revenue agreement with Medic Ambulance Service, Inc., to extend the term of the contract from the current period through December 1, 2026, to increase the annual franchise fee by $50,000 for a total annual franchise fee of $719,000, and to change the contracting authority from the Solano Emergency Medical Services Cooperative to the County of Solano; and
2. Delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to $74,999 per fiscal year.
SUMMARY/DISCUSSION:
On December 2, 2025, the Solano County Board of Supervisors adopted an ordinance amending Solano County Code Chapter 7.1 designating the Solano County Health and Social Services Department (H&SS), Public Health Division, as the Local Emergency Medical Services Agency (LEMSA) in place of the Solano Emergency Medical Services Cooperative (SEMSC). A LEMSA is a governmental entity designated by a county to plan, implement, and oversee the local emergency medical services system. This designation became effective January 2, 2026.
