DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Board of Supervisors:

1. Authorize the Director of Resource Management to solicit for bid, award, and execute contracts totaling up to $5,210,000 for upcoming spring construction contracts, specialized engineering and environmental services contracts, and contract amendments for projects in the 5-Year Public Works Capital Improvement Plan; and

2. Authorize the Director of Resource Management to make necessary amendments to these executed contracts within budgeted appropriations.

SUMMARY:

On November 4, 2025, the Board approved the Public Works Capital Improvement Plan which includes various projects planned over the next five years. To begin delivery for the upcoming construction season, the Department of Resource Management (Department) will need to solicit for bid, award and execute up to $3,400,000 in construction contracts for the following projects:

1. Paving Project 2026 Contract totaling $2,900,000
2. On-Call Guardrail 2026 Contract totaling $250,000
3. On-Call Lighting 2026 Contract totaling $250,000

The Department will also need to solicit, award, and execute up to $1,700,000 in specialized engineering and environmental services contracts:

1. Specialized Engineering Services Contract totaling $900,000
2. Environmental Services Contract for Federal Aid projects totaling $450,000
