DEPARTMENTAL RECOMMENDATION:

It is recommended that the Board consider the appointment of a Solano County representative to the Metropolitan Transportation Commission for a 4-year term to commence February 1, 2025 to be selected from the Solano County City Selection Committee's nomination of Mitch Mashburn, Pippin Dew, or Trevor Macenski.

SUMMARY/DISCUSSION:

The Metropolitan Transportation Commission (MTC) is comprised of 21 members, with one member from Solano County appointed by the Solano County Board of Supervisors from the names of three nominees furnished by the city selection committee. (Gov. Code ?66503). MTC commission members may be elected or appointed officials, or members of the general public. Commissioners shall be selected for their special familiarity with the problems and issues in the field of transportation. (Gov. Code ?66503(f), ?66504) By virtue of this appointment and pursuant to the Solano County Transit (SolTrans) Joint Powers Agreement, the Solano County MTC Member is also a voting member of the SolTrans Board of Directors so long as the Solano MTC Commissioner is not a Vallejo or Benicia city council member or a County Supervisor whose district includes all or part of a Benicia or Vallejo.

The current Solano County's representative, former Supervisor Jim Spering, has submitted his resignation and asked that his replacement be appointed soon to effectively transition Solano's representation on MTC. (Attachment A).
