DEPARTMENTAL RECOMMENDATION:
Chair Vasquez requests the Board adopt and present a resolution recognizing National Hispanic Heritage Month in Solano County.
SUMMARY/DISCUSSION:
Each year, our nation observes National Hispanic Heritage Month from September 15 to October 15, to celebrate the heritage, history, traditions, and cultural diversity of Hispanic Americans whose heritage is rooted in 20 countries and territories, including: Spain, Mexico, Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, Colombia, Venezuela, Ecuador, Peru, Bolivia, Paraguay, Chile, Argentina, Uruguay, Cuba, Puerto Rico and the Dominican Republic.
The day of September 15 is significant because it is the day that five Latin American countries celebrate their independence from Spain, to include: Costa Rica, El Salvador, Nicaragua, Guatemala, and Honduras. Mexico celebrates its independence on September 16 and Chile celebrates its independence on September 18. In addition, Columbus Day/Indigenous Peoples Day, or D?a de la Raza, in mid-October, falls within this 30-day period.
The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the District 4 FY2023/24 Adopted Budget. The costs associated with preparation and purchase of the resolution materials are included in the Board's FY2023/24 Adopted Budget.
