DEPARTMENTAL RECOMMENDATION:
Approve the appointment of Khari Evans, Danielle Jones, Kelli Mahoney, Ariel Ortilla, Henry Klein, Thomas Baxley, and Todd Hickey to the Solano County Library Oversight Advisory Committee with terms of office to commence upon appointment and expire on March 18, 2030.
SUMMARY/DISCUSSION:
On May 2, 2023, the Solano County Board of Supervisors approved the merger of the discretionary Solano County Library Advisory Council and the mandatory Measure L Library Sales Tax Measure Independent Oversight Committee. The Solano County Library Advisory Council, established by the Board of Supervisors in 1968, advised library staff on library services but was not mandated by statute or code. However, Measure L, approved by the voters on June 5, 2012, requires a Measure L Library Sales Tax Measure Independent Oversight Committee to ensure Measure L funds are only spent on library operations, programs, and acquisitions in the Solano County public library systems. The oversight committee met only once per year for budget review. The Board approved merging the two advisory bodies, whose membership includes many of the same appointees, into one advisory body that will meet the mandated requirements of Measure L as well as provide input on library services as needed.
Staff requests the Board appoint members to this new committee.
FINANCIAL IMPACT:
There is no financial impact to appointing members to the Advisory Committee. The cost of preparing the agenda item is nominal and absorbed by the Department's FY2025/26 Working Budget.
